Obituary

Dr. Carl Warren, Sr., passed away on Friday, August 4, 2023, at Advent Hospital in Tampa, Florida.  A Visitation will be held on Friday, August 11, 2023, 4:00 – 7:00 p.m. at Ray Williams Funeral Home, 301 N. Howard Avenue, Tampa, FL 33606. A private Memorial will be scheduled at a later date.

Dr. Carl Warren, Sr. was born February 15, 1947, to the late Willie Earl Warren and Georgia Mae Outen-Warren. Carl attended Hillsborough County Public School in Tampa, Florida. He proudly graduated from the old Howard W. Blake High School, nicknamed the “Yellow Jackets”, Class of 1965.  After graduation from high school, he had an extended education background, which included in 1977, he received his Bachelor of Arts Degree in Political Science, from the University of South Florida.  In 1977, he also received his Bachelor of Science Degree, Clinical Psychology and Sociology, from the University of South Florida. In 1984, he received his Master’s Degree in Public Administration (MPA), from the University of South Florida. In 1988, he received a PH.D. in Political Science from the University of Florida.

After returning to Tampa from Gainesville, Florida, Carl, and his father Willie Earl Warren filed several lawsuits to create a “Single Member District” in Hillsborough County, Florida as well as the City of Tampa.  In the cases of Willie E. Warren, et al., vs. Robin C. Krivanek, et al., Case No. 80-617-Civ-T-K and Carl Warren vs. Hillsborough County Commission, et al., Case No. 90-1146-CIV-T-98A, Carl Warren, et al., vs. Hillsborough County Commission, also see Consolidated Cases:  Case No. 97-663-CIV-T-25A and 97-2334-CIV-T-25.  Carl, his father and later joined in by the National Branch of the NACCP, LDF successfully championed their endeavor which led to our first black elected single member officials in Tampa, Florida.

At an early age, Carl accepted Jesus Christ as his personal Savior.  He was baptized at Nassua Street, Church of Christ, Tampa, Florida where he worshipped until the time of his death. He also served as the Vice-President of the church non-for-profit corporation.

From 1985-1987, Carl became the Managing Editor and Commentary writer for the newspaper Gainesville Voice, Gainesville, FL.  As a writer for many years, he wrote articles for the Florida Sentinel Bulletin, Tampa, Florida. Carl served as Co-Host for several talk shows on WTMP “Boss of the Bay”, Tampa, Florida.

He was a member of several worthy institutions: Landmark Lodge #93 –OLPH, Gamma Eta Sigma – Phi Beta Sigma, Inc. NAACP – Life Member. He was one of several founding members of Legacy Preparatory Academy formally known as Mt. Pleasant Charter School, Tampa, Florida.  At the time of his death, he was servicing as the Chairman of the Board at Legacy. He was a member of Howard W. Blake/Don Thompson Alumni & Friends, Inc. Carl also was a co-facilitator with founder, Candy Lowe’s Teatime.

Dr. Warren was a dedicated community servant for many other organizations that championed human rights and civil rights for the Black communities. 

Carl worked for Hillsborough County Health Department for many years before he joined Stay Well Health. He retired in 2007 after becoming the first black Director of Community Public Relation for Stay Well Health.

He was preceded in death by: his loving mother and father, Willie Earl Warren and Georgia M. Outen-Warren. 

Carl leaves to cherish loving and fond memories with: his wife, Regina Polite-Warren; daughter, Carla A. Warren; son, Carl L. Warren Jr.;  his loving and precious granddaughter, Madelyn Regina-Evette Thompson; brothers,  Robert Earl Warren, Sr., (Peggy) Tampa,  Anthony E. Warren (Patricia) Birmingham, Alabama, and Thomas G. Nelson (Sylvia) Stafford, Virginia; sisters-in-law, Gloria Parham, Tampa, Florida, Elaine Elson (George), Tampa, Florida Gail Johnson, Tampa, Florida, Lisa Pride,Tampa, Florida, brothers-in-law, Robert Pride (Vanessa), Tampa, Florida, Christopher Wilson (Barbara), Wilmauma, Florida; God Children, Jaylexia Clark, Jaykwaun Clark, and Pat Taylor; and extended families: Norris (Dr. Carolyn) Collins, Baker, Grey, Kinsey, Allen, Pease, Jacob, and Granville; Longtime special friends, John Farrow, Roosevelt Cooper, and Brenda Granville Clark; and a host of nieces, nephews, and special friends.
