Mr. Leroy Henry Billups passed away on Friday, August 21, 2026. Graveside Service will be held on Thursday, September 3, 2026, at 10:00 a.m. at Myrtle Hill Memorial Park, 4202 E. Lake Avenue, Tampa, FL 33610, with Pastor Prentiss Davis, Officiating.
Roy, born on April 12, 1953, was raised by his caring and loving parents, Leroy and Pearline, in West Tampa (Carver City), Florida.
Roy graduated from Plant High School in 1971. Shortly after graduation, he joined the United States Air Force Reserves, where he trained as a Flight Medic.
Roy worked for several local title companies before beginning his career with the HRS Juvenile Justice Detention Department. He worked his way up from a Child Youth Leader to an Assistant Superintendent of Operations. After Roy’s retirement, he worked briefly for the Pinellas County Sheriff’s Department in the School Crossing Guard Program.
Roy’s favorite pastimes were learning and listening to various music genres and their respective artists. And, of course, Roy loved talking about and watching his beloved Tampa Bay Buccaneers.
He was preceded in death by: his parents, his brother, Clarence; and niece, Katina.
Roy leaves to cherish in his memory: wife, Jeanette; children, Jermel and Undreya; sister-in-law, Scellar; nieces, Detra and Arlene; cousin, Homer; family friend, Ekaterina; and a host of other relatives and friends, holding him lovingly in their memories.
We, the family of Leroy Billups, extend our heartfelt gratitude and thanks for the kind and thoughtful expressions of sympathy and love shown during our time of sorrow.
Visitation will be held on Wednesday, September 2, 2026 from 4:00 p.m. to 7:00 p.m. at Ray Williams Funeral Home, 301 N. Howard Avenue, Tampa, FL 33606.
